I asked those in Ontario about going into electrical panels for the purpose of installing electrical for residential installs. I had a brief conversation with ESA and they claimed that HVAC contractors can go into a panel for this reason on the residential side at least. They did claim a permit was needed though and then an inspection. I did kind of argue the fact that these change outs/installs could be an emergency situation and we can't wait for an inspector to come out. They didn't really have an answer for this.
